Plastic waste is collected, sorted, and supposedly recycled, yet a significant share of plastic waste is exported abroad. As a result, Germany's reputation as a global "recycling champion" is increasingly being called into question.

Recycling in Germany: Why the Numbers Can Be Misleading

Germany is often praised for its high recycling rates. According to official statistics, around 45% of plastic waste was recycled in 2016. However, these figures only reflect the amount of waste delivered to recycling facilities, not the amount that is ultimately turned back into new plastic products.

Studies paint a different picture. Only around 15.6% of plastic waste is processed into recycled material, and just 2.8% is eventually reused as high-quality plastic in manufacturing. The remainder is incinerated, exported, or lost during the recycling process.

These figures reveal a clear reality: plastic recycling in Germany is far less effective than official recycling rates might suggest.

Plastic Waste Exports: Germany's Role in the Global Waste Trade

One of the key issues behind Germany's plastic waste management system is the international waste trade.

A significant portion of the plastic collected in Germany is exported abroad, often to countries with less developed recycling infrastructure.

In 2024 alone, Germany exported approximately 732,000 tonnes of plastic waste, representing more than 10% of the country's total plastic waste generation. This makes Germany one of the world's largest exporters of plastic waste.

  • Only around 14% of plastic waste is recycled.

  • Around 40% ends up in landfills.

  • Around 32% leaks into soils, rivers, and oceans.

Once released into the environment, plastic gradually breaks down into microplastics and can remain present for hundreds of years.

The health implications are also a growing concern. Plastics often contain additives such as plasticizers, flame retardants, and dyes. These substances can leach into soil and water and enter food chains.

Studies in regions receiving imported plastic waste, including Turkey's Adana province, have already detected elevated concentrations of hazardous chemicals with potential impacts on both human health and ecosystems.

New EU Regulations on Waste Exports

The international trade of waste is governed by the Basel Convention, which regulates the movement of hazardous waste and aims to ensure environmentally sound waste management.

The convention was strengthened in 2021 and now requires consent from both exporting and importing countries for certain waste shipments.

Because plastic waste remains only partially regulated under international law, the European Union has introduced additional measures.

From 2026 and 2027 onwards, new rules governing waste exports within and beyond the EU will come into force.

Under these regulations:

  • Exports of waste to non-OECD countries will only be permitted under strict conditions.

  • Companies will need to demonstrate that waste is managed sustainably at its destination.

  • Temporary export restrictions for certain plastic waste streams to non-OECD countries are planned.

The goal is to reduce illegal waste trade and strengthen circular economy systems within Europe.

Circular Economy Instead of Waste Exports

The OECD includes 38 industrialized countries such as the United States, Canada, Japan, Australia, and many EU member states. However, significant export routes to countries outside Europe remain.

Some countries, including Türkiye, have already introduced restrictions on specific plastic waste imports. Nevertheless, global recycling systems remain highly fragmented, and plastic waste exports continue to play a major role in the international waste management system.

Plastic waste exports highlight the limitations of the current recycling model. Official recycling rates often fail to reflect what actually happens to plastic waste after collection.

A truly functioning circular economy requires far more than collecting and exporting waste. Real progress depends on:

  • Reducing overall plastic production

  • Designing products for recyclability
